In particular, testing it only with CPU (tested working) and PSU (tested working) installed, reveals that when the power button is pressed the system powers on and immediatly off after 1 second, and keeps doing that continuously.
The motherboard has already been through a failed RMA to ASRock that rejected it due to the damage circled in red: when I brought it to a repair shop afterwards I was told that the traces pinpointed by ASRock have continuity and therefore are not the source of the problem.
